Bhopal. The wait of almost eight years for officers and employees hoping for promotion is about to end. The government has made a formula for this. Under this, there is a plan to reserve 36 percent seats for ST and SC cadre employees and promote the remaining 64 percent to general category employees. Due to this, currently working officers and employees can get the benefit of promotion. It is noteworthy that in the last 8 and a half years, 75 thousand employees have retired without promotion.
It is noteworthy that the High Court had repealed the promotion rules of the state government in April 2016, since then officers and employees are not being promoted. Many efforts were made at the government level regarding this but all these remained only on paper. Year after year employees kept retiring but no solution could be found. The government tried to find a middle path. But the efforts could not succeed. Legal opinion was also taken but the matter got stuck as the matter was in the Supreme Court. In view of the dissatisfaction of the employees, in the year 2018, the retirement age was increased from 60 to 62 years. This stopped the retirement of the employees but even in these two years no way for promotion could be found. Now the government has prepared a formula of 36:64 to remove the ban on promotion.
Action intensified towards lifting the ban
Madhya Pradesh government has intensified action towards removing the ban on promotion of employees that has been in place for 8 and a half years. The General Administration Department is holding meetings with officials of the General, Backward and Minority Category Officers Employees Association (SPACS) and Madhya Pradesh Scheduled Castes and Tribes Officers and Employees Association (AJAX) and discussing about removing the ban on promotions. Sources in the ministry say that the government has prepared a formula of 36:64 percent to remove the ban on promotion. According to this, out of the total posts for promotion, 36 percent posts will be reserved for Scheduled Caste and Scheduled Tribe employees and 64 percent posts will be reserved for general and other backward class officers and employees. Out of the total posts for promotion, SC-ST employees will get promotion only on 36 percent. They will not be promoted to the remaining 64 percent posts. Before the meeting of the Departmental Promotion Committee, the government will also see that if SC-ST employees are posted on 36 percent of the total posts to be promoted, then they will not be included in promotion. The government has prepared a formula of 36:64 percent on the basis of 15 percent population of SC and 21 percent population of ST in the state. Sources in the ministry say that the government has made it clear to SAPAKS and AJAX that the issue will be discussed further only if they accept the 36:64 percent formula in promotion, apart from this the government has no other option. . If this formula is not acceptable to them, then the government will not move forward. As before, the case will continue in the Supreme Court and the court’s order will be acceptable to the government.

Additional Chief Secretary, General Administration Department, Sanjay Dubey says that a meeting has been held with officials of SAPAKS and AJAX regarding lifting the ban on promotions. No final decision has been taken yet. The government will then present its stand in the Supreme Court. Officials say that if there is an agreement between GAD and SAPAKS Ajax on lifting the ban on promotion, then there will be a meeting of SAPAKS and Ajax officials with the Chief Secretary and then the Chief Minister on this issue. . After this, the government will present its case in the Supreme Court and seek permission to lift the ban on promotion. It is noteworthy that in April 2016, the Jabalpur High Court ordered to abolish the 2002 rules of reservation in promotion. The then Shivraj government filed a petition in the Supreme Court in May 2016 against the High Court’s decision. A high level committee was constituted on December 9, 2020 to give designation to employees by giving them charge of higher post. A Group of Ministers was constituted on September 13, 2021 to decide the promotion formula. The recommendations of the Group of Ministers were not implemented.
75 thousand employees retired without promotion
Madhya Pradesh High Court had rejected the Madhya Pradesh Public Service (Promotion) Act-2002 on April 30, 2016. The court had ordered to demote the reserved category employees who got promotion after 2002. The state government filed a petition against this decision in the Supreme Court on May 12, 2016. The matter is currently pending in the Supreme Court. More than 75 thousand officers and employees have retired in the last 8 and a half years while waiting for promotion. Those who are employed are dejected and disappointed. The number of employees eligible for promotion in the state is more than 4 lakh. The then Shivraj government constituted a high level committee in December 2020 to give designation to officers and employees by giving them charge of higher posts. On the report of the committee, employees were given higher positions in many departments. Then the government constituted a Group of Ministers in September, 2021 to decide the promotion formula. The Group of Ministers had submitted a report in this regard to the government, but it could not be implemented.
