Bhopal: Madhya Pradesh government introduced the Public Trust (Amendment in Provisions) Bill-2024 in the Assembly. The objective of this bill is to ease the life and business of the general public and entrepreneurs. The government says that the justice process should be so simple that common citizens and businessmen can do their work without any hassle. In this regard, Chief Minister Dr. Yadav believes that this will not only bring transparency in governance but will also increase investment and employment opportunities in the state. He said that through this bill a new chapter of development and good governance will start in the state.
CM Mohan Yadav said that the Public Trust Bill is inspired by the Public Trust Act, 2023 Bill of the Central Government. This bill decriminalized 183 provisions in 42 Central Acts at the national level. It decriminalized minor crimes, rationalized the penal system, and removed barriers to operating for citizen-entrepreneurs. Chief Minister Dr. Yadav described this bill as a concrete step towards further strengthening the ease of doing business and ease of living ranking of the state. He said that this bill will write a new chapter of governance and development in Madhya Pradesh. This will increase investment and employment opportunities.
920 old laws abolished
It is noteworthy that the government has made many important reforms in the bill. According to this bill, the police will not send the accused to jail for committing minor crimes, but will impose a fine on him. The legal framework has been improved with the times by removing old and complex laws. This will give confidence to the general public and entrepreneurs that the government stands with them. The government wants to make their work easier. The government has abolished 920 old and illogical laws. This has made the legal process simpler and faster. New schemes have been implemented to promote start-ups. This has led to a record increase in start-ups by youth and women.

Chief Minister Dr. Yadav believes that this bill is not only a legal change but also a strong bridge of trust between the public and the government. When the laws are simple and there is no difficulty in compliance, investment will also increase and new employment opportunities will be created. This effort of the government will present a new model of governance and development in the state, which will benefit every section of the society.
What are the major amendments?
In the bill, 64 sections of 8 acts of 5 departments of the state (Industrial Policy and Investment Promotion, Energy, Co-operation, Labour, Urban Development and Housing) have been amended. These include reforms like converting imprisonment into fine, converting punishment into penalty and adding compromise provisions. Abolition of obsolete laws: 920 obsolete acts were abolished. Work in the business sector will be done easily and quickly. Women-led start-ups increased by 157% and total start-ups increased by 125%. GIS based land allocation system and initiatives like Sampada 2.0 eased the process. The bill has amended 64 provisions of 8 acts of 5 departments of the state. With the implementation of the Public Trust Bill, minor crimes will be decriminalized. This will reduce the burden on the judiciary. A proportionate and effective punishment system will be implemented. Simplification of the compliance process will create a conducive environment for business. This will promote entrepreneurship.
