The Cabinet Committee on Security (CCS), chaired by PM Modi on Wednesday decided on five key measures in response to the Pahalgam terror attack in Jammu and Kashmir. Among them is the immediate suspension of the 1960 Indus Water Treaty with Pakistan, which will remain on hold until Islamabad ends its support for cross-border terrorism in a credible and irreversible manner.
The terror attack, which took place on Tuesday in South Kashmir’s Baisaran meadow near Pahalgam, left 26 people dead, most of them tourists. It is one of the deadliest strikes in the Valley since the 2019 Pulwama attack, in which 40 CRPF jawans were killed. The grieving families of the Pahalgam terror attack victims called on the government to take decisive action against those responsible for the brutal act as they mourned the loss of their loved ones.
In the wake of the violence, Jammu and Kashmir Lieutenant Governor Manoj Sinha held a security review meeting to ensure swift implementation of Union home minister Amit Shah’s directives aimed at bringing the perpetrators to justice. Sinha affirmed the Centre’s full commitment to avenging the loss of innocent lives.
Following the attack, Congress MP and Leader of the Opposition Rahul Gandhi returned to New Delhi early Thursday, cutting short his US visit. Prime Minister Modi and finance minister Nirmala Sitharaman also curtailed their international visits — to Saudi Arabia and the US, respectively — due to the incident.
How is India reacting?
• India has reduced diplomatic ties with Pakistan and announced several strong measures in response to the Pahalgam terror attack that killed 26 civilians. The steps include expelling Pakistani military officials, suspending the Indus Water Treaty of 1960, and immediately shutting down the Attari land border crossing.
• These actions were decided a day after the attack during a Cabinet Committee on Security (CCS) meeting chaired by Prime Minister Narendra Modi. The CCS approved five specific retaliatory steps, ordered security forces to stay on high alert, and vowed to bring the attackers to justice.
• Both countries will reduce their diplomatic staff in each other’s high commissions from 55 to 30 by May 1. Pakistani nationals will no longer be allowed entry into India under the SAARC visa exemption scheme, and those already in India on such visas must leave within 48 hours.
•India has declared the Defence, Military, Naval, and Air Advisors at the Pakistani High Commission in New Delhi as persona non grata, giving them one week to leave the country. In a reciprocal move, India will also recall its own Defence, Navy, and Air Advisors from its High Commission in Islamabad. These positions in both missions are now considered dissolved. Additionally, five support staff members linked to the service advisors will be withdrawn from each high commission.
• Foreign secretary Vikram Misri said the measures were taken after the CCS was briefed on Pakistan’s cross-border links to the terror attack. The high-level meeting chaired by PM Modi lasted over two hours.

Gates to remain closed during the ceremony.

Pahalgam terror attack live: Decisions made by Pakistan
Pakistan holds all bilateral agreements with India, including but not limited to the Simla Agreement, in abeyance.
Pakistan shall close down the Wagah Border Post, with immediate effect. All cross-border transit from India through this route shall be suspended, without exception. Those who have crossed with valid endorsements may return through that route immediately, but not later than 30 April 2025.
Pakistan has also suspended all visas under the SAARC Visa Exemption Scheme (SVES) issued to Indian nationals and deems them cancelled with immediate effect, with the exception of Sikh religious pilgrims. Indian nationals, other than Sikh pilgrims, currently in Pakistan under SVES have been instructed to exit within 48 hours.
Pakistan has declared the Indian Defence, Naval, and Air Advisors in Islamabad persona non grata. India had already recalled them yesterday.
The strength of the Indian High Commission in Islamabad will be reduced to 30 diplomats and staff members, with effect from 30 April 2025, the Pakistani government announced.
Pakistan’s airspace will be closed with immediate effect for all Indian owned or Indian operated airlines
All trade with India, including to and from any third country through Pakistan, is suspended forthwith.

Pahalgam terror attack live: All visas services to Pakistani nationals suspended
In continuation of the decisions made by the Cabinet Committee on Security in the wake of the Pahalgam terror attack, the Government of India has decided to suspend visa services to Pakistani nationals with immediate effect. All existing valid visas issued by India to Pakistani nationals stand revoked with effect from 27 April 2025, ministry of external affairs said in a press note.
Medical visas issued to Pakistani nationals will be valid only till 29 April 2025. All Pakistani nationals currently in India must leave India before the expiry of their visas, as now amended. Indian nationals are strongly advised to avoid travelling to Pakistan. Those Indian nationals currently in Pakistan are also advised to return to India at the earliest, the press note added.

Shiv Sena (UBT) MP Sanjay Raut on Thursday condemned the Pahalgam terror attack, saying,”The country has been attacked, so many people have been killed, Pakistan has an indirect hand in this attack because the way terrorist camps run in Pakistan and attacks on our country are carried out from there.”
“There is a need to take tougher decisions than these decisions, and despite being in the opposition, we welcome every decision of the government,” Raut told ANI.

Pakistan to conduct surface-to-surface missile test off Karachi coast
Pakistan has issued a notification regarding the scheduled test of a surface-to-surface missile off its Karachi coast within its Exclusive Economic Zone, ANI reported. The notification was issued by Pakistani agencies at around 2130 Hours (9:30 PM) Indian time, which is around the same time Indian leadership was holding the key Cabinet Committee on Security meeting to take steps against Pakistan for its involvement in the Pahalgam.

Pahalgam terror attack live: Following the horrific terrorist attack in Pahalgam that claimed 26 lives, Michael Rubin, a former Pentagon official and senior fellow at the American Enterprise Institute, suggested that recent comments made by Pakistan Army Chief General Asim Munir may have directly incited the violence.
In a conversation with ANI, Rubin directly accused Islamabad of continuing to support terrorism in the region.
“Certainly that speech seemed to green light terror. Asim Munir said that Kashmir is the jugular vein. What India now needs to do is to cut Pakistan’s jugular. There’s no ifs, ands, or buts. There are no shortcuts anymore. Asim Munir gave the green light,” Rubin stated.
He went on to criticise Pakistan’s history of sheltering terrorist organisations. “We know that Pakistan is home to a myriad of terrorist groups, including Lashkar-e-Taiba… Unfortunately, because of a lack of concerted counter-terror action, because Pakistani diplomats are playing the West for fools, we now have an expansion of the problem, not only in Pakistan but frankly in Bangladesh as well,” he added.

Pahalgam terror attack live: Gunbattle between terrorists, forces breaks out in Udhampur
Pahalgam terror attack live: An encounter broke out between terrorists and security forces in the Dudu-Basantgarh area of Udhampur, Jammu & Kashmir on Thursday.
According to defence spokesperson Lt Col Suneel Bartwal, a gunfight is currently underway, with the Indian Army and J&K Police actively engaged in the operation. Exchange of fire has been confirmed.

Pahalgam terror attack live: Protests erupted across Jammu and Kashmir and other states on Wednesday in response to the Pahalgam massacre, with political parties, religious, and social organisations condemning the attack.
• Many groups declared that such acts were against Islamic teachings, calling for unity to confront the threat posed by terrorists and their supporters.
• Protesters raised slogans against Pakistan, burning its effigies and flags, while public anger over the killing of innocents poured into the streets.
• Candlelight marches were organised by people from various walks of life as a show of solidarity with the victims.
• In Delhi, the Aam Aadmi Party (AAP) held a candlelight vigil at Jantar Mantar, while Congress’ youth wing conducted a candle march at its Raisina Road office.

Pahalgam terror attack live: A spiritual trip to Kashmir turned into a tragedy for a father-son duo from Gujarat who lost their lives in the Pahalgam terror attack.
According to sources, Yatish Parmar and his son Smit, residents of the Kaliyabid area in Bhavnagar, were part of a 19-member group from the city who travelled to Srinagar on April 16 to attend a discourse by religious preacher Morari Bapu.
Following the event, the group proceeded to Pahalgam in south Kashmir for sightseeing. It was during this leg of their journey on Tuesday that terrorists launched a brutal attack, killing 26 people, including Yatish and Smit.
In a separate but equally devastating incident, Suresh Kalathiya, a tourist from Surat, was also killed in the same attack. He had been vacationing in the valley with his wife and two children when the terrorists opened fire.
