Bhopal. The state government is constantly making efforts to ensure that the common man gets the benefit of health services under all circumstances and does not have to face financial crisis for treatment. In these efforts, the intentions of the state government are not being fulfilled due to not getting timely financial help from the Centre. Because of this, not only is the Prime Minister’s very ambitious scheme like Ayushman getting affected, the plan to open sub-health centers in rural areas is also not progressing. Actually, for both these works, funds are received from the Central Government, which is stuck for the last five months. On one hand, there is a shortage of district level staff in hospitals, while on the other hand, the government is cheating in the name of giving money. For other schemes including Ayushman Yojana, Rs 4360 crore were to be received from the Central Government, in lieu of which we have to be satisfied with only Rs 1192 crore. The department is not receiving funds from the Central Government as per the budget prepared by it. Actually, the state government had made a provision of Rs 6 thousand 7 hundred six crores in the budget. In which the state’s share was to be Rs 2 thousand 3 hundred 45 crores. Out of the amount received from the Centre, only Rs 1192 crore has been received from the Central Government till the month of July.
Health facilities may falter
In fact, for the smooth running of health facilities, the state government has prepared a blueprint for budget provisions and approvals received from the Centre. The budget provisions made by the Health Department include training on family welfare for the people of the department, Pradhan Mantri Jan Arogya Yojana Ayushman Bharat, expenditure on salary and allowances from central funds, for the work of state level family welfare organization, for the drugs regularity system. Budget provision was kept for strengthening, Pradhan Mantri Aatmanirbhar Swasthya Yojana and other schemes. But due to lack of budget, work on the above schemes is not being carried out systematically.
Sickle cell anemia money also stuck
In its budget provision, the state government has allocated Rs. 23.71 crore for training of auxiliary nurses, mid-wife and health bridgers in family welfare and the amount received from the center is Rs. 23.71 crore, the amount received from the sub-health center is Rs. 668.17 crore and the amount received from the center is Rs. 668.17 crore. Family Welfare Training Center 4.62 crore, Sickle Cell Anemia 38.79 crore, District level staff 87.72 crore, Ayushman Bharat 981.20 crore, expenditure on salaries and allowances from central funds 41.10 crore, Multi-Purpose Worker Scheme 7.79 crore, State Level Family Welfare Organization 3.57 crore, National Health Mission 45 hundred crore, treatment and management of Covid 19 50 in the central part. Percentage amount, 50 percent amount of central share in Pradhan Mantri Atma Nirbhar Swasthya Yojana, Health Apart from 50 percent amount for human resources and medical education, 50 percent amount from the central share for tertiary care programme, a budget provision of Rs 345.53 crore was made under the Prime Minister Ayushman Bharat Health Infrastructure Mission. However, in some schemes, funds are to be received at the rate of 100 percent, 60 percent, and 50 percent as per the budget. But due to non-receipt of the said amount as per the budget, health facilities are faltering. Although the responsible officer is trying. But till now the state government has not been able to receive the amount from the Central Government as per the budget in all the items.
