Assembly Session (Bhopal): The state government has presented the amendment bill of public trust provisions along with 8 bills in the assembly. This bill includes amendments related to Urban Development and Housing Department, Industry, Labor and Cooperation Department. According to these amendments, a fine of up to Rs 5,000 will be imposed for spreading dirt in a public area, spilling water and dirtying any tree, wall, building or other public property.
Earlier the fine amount was deposited in the court, but now it is being converted into penalty. This means that the urban body will be given the right to impose and collect penalty on the spot itself. Along with this, the amount of fine has also been increased.
Most of the changes in urban development
Under the new bill, most of the amendments are related to the Urban Development and Housing Department. Among these, amendments in Madhya Pradesh Municipality Rules Act 1956, Municipality Act 1961, Town and Country Investment Act 1973, Madhya Pradesh Electricity Tariff Act 2012, Madhya Pradesh Cooperative Society Act 1960 etc. have been included in this Public Trust Amendment Bill.
New bills related to urban development
Many important amendments have been made in the new bill related to urban development, which are mainly related to the Housing and Urban Development Department. This includes amendments in laws like Madhya Pradesh Municipal Rules Act 1956, Municipal Corporation Act 1961, Town and Country Investment Act 1973, Madhya Pradesh Electricity Tariff Act 2012, and Madhya Pradesh Cooperative Society Act 1960, which have been presented in the Public Trust Amendment Bill.
After the implementation of this Act, many new rules will be implemented in urban bodies. For example, for drain construction, it will now be mandatory to take prior permission from the concerned municipal body. If a person constructs a drain without permission or makes changes to an already constructed drain, he will have to pay a fine of Rs 5000, whereas earlier this amount was only Rs 500.
Now heavy fine for spilling water and spreading filth
Now heavy fine will be imposed for spilling water and spreading dirt on the road. According to the new rules, if a person litters a road, open irrigation canal or drainage, he will have to pay an instant fine of Rs 5,000 instead of Rs 500. Apart from this, a fine of Rs 5,000 will also be imposed for making illegal connections in underground cables, electric wires etc.
