Bhopal. Madhya Pradesh Work Quality Council was formed about two and a half years ago to assess the quality of work done at the government level in the state. But even today the Madhya Pradesh Work Quality Council has remained a paper horse. In fact, the organization has not yet been able to get its full staff. This is the situation when the Chief Minister is the Chairman of Madhya Pradesh Work Quality Council. In this situation the council is proving useless. It is noteworthy that two and a half years ago, with the aim of making the Chief Technical Examiner (CTE) more effective, the state government abolished CTE and formed Madhya Pradesh Work Quality Council in its place on 13 May 2022. Since its formation, the council seems to be struggling. The officers who boasted about getting the construction work done in a quality manner seem to be exposed. Because when the agency itself which inspects the construction works is stalled then how will the monitoring of the construction works be done. The interesting aspect is that the government of the then Chief Minister Shivraj Singh Chouhan had formed the council two and a half years ago with the aim of strengthening the monitoring of construction works by abolishing the Chief Technical Examiner.
Full staff not found yet
Even after two and a half years have passed since the formation of Madhya Pradesh Work Quality Council, there is no staff to check the quality of construction material. The work of the council is being done by selected staff. After the formation of Madhya Pradesh Work Quality Council, only two IAS officers have been made Director General so far. Among these, Manish Singh was made the Director General after Ashok Shah retired from the post of ACS, but within three months of his appointment, Manish Singh left. However, IAS Ashok Shah has done the work of abolishing the Quality Council. One ENC, three chief engineers, six superintending engineers, 12 executive engineers and the same number of assistant engineers were posted here. Besides, 24 sub-engineers have also been employed. Now only one Chief Engineer in Charge is working. Construction works worth thousands and lakhs of crores are being done in the state by the departments related to construction. In these, apart from medical college, school hospital, high court building, community building, construction of roads is also being done by the government. Since Chief Technical Examiner Vigilance, the agency which inspects construction works, was abolished by the previous government two years ago. Therefore, due to lack of staff in the quality council constituted, these construction works are not even being inspected.
Interest in giving inquiry to council
Every day a lot of complaints are being received from the departments to the government regarding all the works being done at the government level in the state, but even then the departments are not giving the investigation of the works to the Madhya Pradesh Work Quality Council. Because of this, questions are now being raised about the Quality Council itself. The reason for this is that the Quality Council has remained ineffective for the last one year. It is a different matter that because of this, the officers and employees posted in the council are in a happy mood. They are getting salary without any work. This situation prevails in the state when the government treasury is empty and 50 thousand works are going on in all the construction departments in the state. The departments whose work is going on include Public Works Department, Water Resources, Panchayat and Rural Development, Urban Administration and Development Department. Work is being done by these departments on everything from construction of roads to government buildings, water tanks and irrigation projects. In fact, the government had constituted a Work Quality Council to check the quality of these works.
no right to act
The important thing is that after the council has been formed, there is no right to take action against the culprits. The Council has also written a letter to the government for this right, but no one knows what happened to this letter. The reason for this is the attitude of the general administration, in which it wants to keep the right to take action with the department only. The council had sought information from other departments including construction, but not a single department gave any reply to the council nor did they send any information. On the other hand, in this matter the council says that the construction works of ten departments have been investigated, the compliance report is yet to come. This report is awaited. On the other hand, social activist Pawan Ghuwara says that on my complaint the investigation of Bundelkhand package was done randomly through CTE. The matter was given to EOW for detailed investigation, but EOW has not given any information.
